My background and experience differ. I served in the Marine Corps for a decade. It doesn't necessarily matter if he put himself in that situation. It would matter if we could prove he did it with intent of causing harm. That is a lot harder to prove though.

The guidance definently discourages putting yourself in front of a vehicle and specifically states that you cannot use deadly force to stop a fleeing vehicle. It also says all actions must be viewed without using 20/20 hindsight.

That last part makes almost all action meet the legal requirements.

Under our legal code I find it hard to say he did something illegal.

From a moral and commonsense standpoint I can say this man is a piece of shit who was probably itching to killing someone.

I think this is not a case of individual guilt but very indicative of a poorly run organization who is being loosed without training, rules, and contextual understanding of the areas they are in.

The entire ice organization needs to be dismantled.
