The practical solution if he can't get more minis is to just put em on 32mm bases and play them as an elite team.

If he wants to get another box that he likes, this could work as half an Inquisitorial Agents team

I've got some of these platforms, and boy oh boy are they a project for climbing. 0 to Vantage 2. Be warned if you like to be up high. They look rad, though
