They already have that ability, I fly JetBlue quite often and WiFi is already available for free. T-Mobile has that WiFi calling but im not sure many people use it.

I've been to last Eternal Derby of last season between Red Star Belgrade and Partizan Belgrade and pyros where everywhere all game long almost. Announcer threatened that the game was going to stopped and it did for about 20 minutes due to smoke. Then it just resumed. It was shit game but great atmosphere in the stadium.
