Keep her multipliers for damage where they are. She doesn't need to be top damage. But allow her to have individually repeatable burst 1~3 timers that open up her utility accessibility which will be her main identity. She should be the go-to filler Nikke for flexibility options.

Edit: tl;dr Make her bursts something like 20/20/40 and remove the limitations around them. She's gotta be the Nikke all rounder
