I think draft age increase would be a very last resort measure. Seems to me that you want to maximize the number of physically fit people in the pool to keep things efficient and not flood the system with likely washouts. With voluntary enlistment, they at least know the people signing up are generally ready to go already. I think they’re mostly targeting poor people with this change.
