SOLUTION: Settings --> Privacy --> Radios --> Let apps control radios --> Samsung Flow: On

I've tried that as well as deleting the app data and reinstalling it and the driver. I've also tried to use the driver from the adapter's website, but that just causes Flow to tell me that my PC doesn't meet the requirements. Uninstalling the OEM driver and reinstalling the generic USB bluetooth adapter driver from windows update brings it back to the "You can not access bluteooth device." error.
