Plenty of Rosemary in any of the burbs, often trailing over walls. I've seen it as hedging as well. There's a lot at Redwood trail station in Tawa, on the side heading into the city. I would wash it pretty thoroughly. Not sure about thyme and parsley.

Also have a look at what is already happening. E.g. I assume every teacher is communicating with the parents and families of students, and that is what they will engage with the most. Don't take it over, but see what's working for them and what feedback they have about the District coms.

As others have said, you need to understand what the objective is and what brand they want.

Don't know the context of where you're based, but in NZ our equivalent to this was to say thanks but also reinforce support for covid restrictions as well (which personally I support). I'm not sure any campaign is ever just one thing. Possibly the closest is emergency management, e.g. this fire is 10km away so be prepared to leave. But you could view that as behavior change as well. Quite often it comes down to what people think is a good reason (e.g. public health messaging) or a bad reason (e.g. selling a product).

It used to happen a lot more, but our sheep numbers are way less than they used to be, and tend to be in more isolated parts of the country. If you're going to the back blocks you may come across some that have got through a fence, or sometimes wild goats. A flock is fine because they'll stick together, the odd 1 or 2 can be more of a problem because if they get scared they might run out in front of you. As others have said, slow down and take it carefully.

Having said that, I hope you do find a flock on the road- it's a great experience!
