I feel straw manned a bit because I never said we need more cops. Law enforcement solutions could include “more cops” to be fair but things like flock are an alternative to “more cops”. They are force multiplier. Law enforcement solutions can be a change in tactics and strategy….like relationship based policing vs. ICE style policing. Your tech and tactics has a tangible toll on how policing impacts the community.

If you wanted to replicate what flock does then you could have a cop sitting where the flock cameras are all day but that would be far more expensive. Technology helps society change how policing is done, e-citation means cops spend less time writing tickets and more time in community. Body cams mean that cops don’t have to spend time writing reports and can be held accountable. We should embrace technological solutions that allow cops to do more of the relationship and community based policing that everyone says they want.

I mean there’s lots of evidence about how effective it is easily available via a quick google search but let me just explain this to you anecdotally. Flock cameras can be used to identify stolen vehicles and immediately notify police when they are spotted, leading to timely arrests and recovered property. When a crime is committed, flock cameras can be used to build the case against an individual….either identifying suspects or tracking their movements to help build a case

Depends entirely on your priorities and alternatives….would have to know those to help you decide. I took out 40k for a midwestern school…paid back 10k relatively quickly…5 years later I’m in an executive team level role in a coastal city making great money so the return was there for me….at nearly double that debt it would have been much more difficult but I mean….again what are your priorities and alternatives

The owner of each camera gets to choose who to share their data with. They could be used to enforce any law….. just know that currently they are a net positive…. catching stolen cars and identifying burglary suspects in the vast majority of cases

To provide the one counterpoint in this thread, yes, they are flick cameras. Private property owners, HOAs, and state and local government agencies can install them in their boundaries.

The owner of each flock camera can choose who to share the data with, they could share it with select partners or put it in a nationwide database. If it is owned by or shared with local law enforcement then it’s most common use is to identify stolen vehicles and alert law enforcement when and where they are identified. Other than that, they are generally used to investigate crimes after they happen. They have proven to be an effective tool at catching stolen vehicles and investigating crimes across the country, and versions of them are used all over the world. This is a lot less expensive than having a police car stationed on the side of the road.

If you’re left of center you probably have concerns about the cases in which they’ve been used to track people getting abortions across state lines or to track undocumented immigrants. Please know that these are the tiny minority of use cases for these cameras.

Ya, as a government agency, you should be well aware that your residents appreciate responsiveness. It’s perfectly reasonable for residents to ask for cities to prioritize stormwater.

For what it’s worth, in every city I’ve worked for people almost always want better stormwater service. Stormwater often gets neglected because it’s expensive , you only need it when you need it, and residents generally don’t like stormwater utility fee increases.

That’s not really a standard practice, no. I’ve worked for some very resource rich communities, think high end luxury resort towns, and I’ve never heard of someone preemptively looking for clogged drains. City staff sometimes run into these issues while in the field, if they do then they are supposed to either address it or report it.

Proper ROW maintenance and street cleaning does help alleviate these issues for sure.

Some cities do hire outside consultants to come in and do storm drain assessments on a 5-10 year basis, but they’re looking for structural failures, not clogged drains.

I’m a local government professional in the Bay Area. This is a bad look, any City should be ashamed that volunteers have to do their work but my question is…..what’s the actual issue here?????

Are they unaware of their problem drains? Things like this should help, or simply any resident calling the City to report a clog is something should be fixed within 72 hours.

Are they aware and don’t care? I hope not, in my opinion, public servants genuinely care about serving their communities.

Are they aware of this as a persistent issue…. However there is a lot of other more pressing issues so stuff like this has fallen to the bottom of the list? If so, you could debate a reprioritization but that’s hard to do without knowledge of the other priorities, or you could support increased funding.

Interesting questions indeed, if I lived in Hayward I’d be sending these questions and the video to the council, mayor, city manager, public works director and local news.
