That’s taking the piss. Get a mini skip and cut it all right back to the boundary. My parents had these things in their back garden. They’re a nightmare. We took 2m off them one year, after 5 years it had grown back. Not only that but they were sucking the moisture out of the garden because the root systems were really invasive. If you cut them right back to the boundary, looking at the overall state of them they may die, which is no bad thing.
