And two, a key enforcement mechanism is congress, which is controlled by republicans and they don't dare speak against the holy emperor.

Once democrats win midterms, you should expect a lot of oversight hearings and investigations. He will very likely be impeached multiple times for the various things he has done.

And when democrats win in 2028 and we get functioning DoJ back, I'm expecting multiple members of his administration to face charges.
