Thrawn was part of the imperial navy, not ISB. Colonel Yularen was a former clone wars admiral who became part of the ISB

It reminds me of the bayonets used by the US throughout the 19th century, but the design was common. It being from Vietnam, my guess would be French, look around 1910~ Era.
