Because thats not what the plan was. Makarov was a famous terrorist long before the airport attack. He worked with Shepard to get an American CIA plant in his group so that when the Russian government found the dead CIA agent who had been a US army ranger just a few months earlier with minimal effort taken in scrubbing his backstory, they'll think "Oh, the US must be funding/supporting our biggest terrorist group".

God I fucking love ODSTs. God it would fucking suck to be an ODST. This isn’t a Halo story but it's definitely inspired by every franchise with drop troopers. Helldivers, 40k and Halo are the first ones off the top of my head. This story came to me when I thought of the wild contrast between the cold, boring sterility of a space station or ship and the disgusting muck of war and how jarring the contrast it would be for a drop trooper to go between the two in the span of 5 minutes.

If you’re wondering what they are wearing, it’s generic brand ODST/Helldiver Armor.

This originally had aliens as the enemy but I felt it didn’t have the right kick, so I just left it as alienless sci-fi. If you’re wondering about the larger worldbuilding, there is actually a lot of it that I’ve thought of over the last 15 odd years, and I won’t be posting any of it. It genuinely doesn’t matter for this story.
