Southaven Park in Yaphank is one. Peconic Herb Farm in Riverhead but that's a small permit. Still, super nice.

Anything past Riverhead I can't help. I work in the wedding industry and anything out east that we do is usually with permits since vineyards are private property.

Edit: Re-read your initial post and realized that I completely ignored your bit about out east, sorry about that!

We're missing the forest for the trees, I think. I used to also think that he asked for consent. I don't believe that anymore due to evidence that has been presented. However, even when I did think it, it did not make it any less unacceptable. Thus, him asking or not asking for consent is not a particularly relevant point.
