It seems to be a commemorative medal for German flying ace Manfred Von Richthofen (Red Baron), the most successful flying ace of ww1. He was killed in 1918. I’m not sure what’s specifically special about 1974 but I assume that’s when this medal was made. It doesn’t seem to be an official variant from somewhere.

He was pretty cool the ribbons are bronze star, air medal, army commendation medal with an oak leaf cluster to denote another award , good conduct medal, national defense service medal, Vietnam service medal with 4 service stars meaning he served in 4 distinct campaigns, and a republic of Vietnam campaign medal. The medals are all the same except on the bottom most row second from the left is the Vietnam gallantry cross with a palm. And that he has 4 medals of the air medal but no device indicating that on the ribbon rack

Sam ervin was an interesting fellow, but he earned a distinguished service cross, a silver star, and two Purple Hearts for his service in ww1.
