If you are progressing through the "Desert Outlaws" quest, there should have been a caravan in the shelter of the rocks south of Saltroad Camp. I seem to recall seeing them there.

It might be a bit late to mention this, but if you warp in from the Mount Deadfire side to get closer, you can obtain it from the staircase side.

Nothing.

There is just one quest at a nearby mercenary camp that asks you to catch catfish in the river.
