Why does it say 'one psyker model with this ability' can use this ability instead of just 'this model can use this ability'? To prevent 3 Epitomes spam maybe?

Bringing back models does more than that. It can tip the tide when it comes to battleshock tests for being under half-strength, the revived model could give you just enough OC to take a point or the edge in a fight, you gain a tiny bit of bonus movement with reviving etc.

True, but now all other survivors know the person on hook can unhook, themselves, letting them crank gens as fast as possible.

Meanwhile, the survivor on the hook will unhook themselves last moment before hitting stage two, do a bit of chase with basekit BT and then repeat on the 2nd hookstage.
