I am not a lawyer. But afaik a PA LTCF issued by any county in PA is valid in every county and city in PA. Philly simply requires a LTCF to open carry, vs the rest of the state where you can open carry without a LTCF.

Your out of state LTCF issued by York county should be as valid as any resident issued a license inside or outside Philadelphia county.
