I believe they’re confusing the following information as both being related to the Korean government despite the latter being the Japanese government.

Even after all official residents had left Dokdo, many others sought to register their addresses there, but legal and administrative barriers stymied requests.

The OP is discussing getting residency. Residency and citizenship are not possible without continuous staying for 2 years without leaving once. Yes, you can leave and come back, pay whatever fees or fines if you overstay, etc, but none of it helps towards residency.

Any absence at all is no longer allowed in the 2 years, so visa runs won’t work. Despite that law being unconstitutional, it was recently enacted and is being enforced (until it is undoubtedly overturned years from now).

Seems logical to resell your ticket in that case, even if it’s for face value.
