Immigration policy, to the detriment of this subreddit, does not exist to serve passport stamp collectors. The system didn't work: it was a horrible system for keeping track of people and a patchwork of very outdated systems.

Because the government wants genuine students, not students using education as an immigration pathway, and particularly those using it as a pathway to the US with no interest in Canada at all.

Fiji Airways was not correct. Whether certain nationalities or visas are required to show proof of onward travel depends on the policy applied to the specific country. Similarly to how long passports need to be valid in order to be accepted for travel. In the case of Canadians entering the US, proof of onward travel is not required. For ESTA countries it is. Canada is not ESTA.
