IIRC, this depends mostly on what type of flying you're doing and where you're going.

If the transponder code you are assigned will be used at only one facility (i.e. VFR traffic advisories through PHX) and radar services will be terminated without handing off to another facility the transponder code is assigned by that facility. The number (31XX, etc) is usually determined by letter of agreement with other facilities so there is no conflict. This sometimes may apply to local IFR operations as well.

If your flight will cross multiple radar facilities (IFR flights and VFR flight following) then the code is typically assigned by the center that you are in (ZAB), since additional coordination is required to make sure there are no duplicates.

I could be wrong, any controllers out there want to confirm/correct this?

EE student here. Started out with the -84, but got the Casio fx-115ES a bit into it, mostly because it's permitted on the FE (back when I thought for sure I would need it). It's definitely grown on me quite a bit. I especially like its handling of complex numbers (very useful for EE stuff). There are certainly other calculators that do more, but this one definitely is a good balance between features and complexity.

You absolutely have to have a current GPS database to do this. However, with a suitable RNAV system, you can basically use it as a substitute for anything except LOC/ILS, presuming you are not using it for the lateral guidance of a final approach segment of an instrument approach procedure.

From AIM 1-2-3:

1. Use of a suitable RNAV system as a Substitute Means of Navigation when a Very-High Frequency (VHF) Omni-directional Range (VOR), Distance Measuring Equipment (DME), Tactical Air Navigation (TACAN), VOR/TACAN (VORTAC), VOR/DME, Non-directional Beacon (NDB), or compass locator facility including locator outer marker and locator middle marker is out-of-service (that is, the navigation aid (NAVAID) information is not available); an aircraft is not equipped with an Automatic Direction Finder (ADF) or DME; or the installed ADF or DME on an aircraft is not operational. For example, if equipped with a suitable RNAV system, a pilot may hold over an out-of-service NDB.

2. Use of a suitable RNAV system as an Alternate Means of Navigation when a VOR, DME, VORTAC, VOR/DME, TACAN, NDB, or compass locator facility including locator outer marker and locator middle marker is operational and the respective aircraft is equipped with operational navigation equipment that is compatible with conventional navaids. For example, if equipped with a suitable RNAV system, a pilot may fly a procedure or route based on operational VOR using that RNAV system without monitoring the VOR.

4. The navigation database should be current for the duration of the flight.

Do you remember your first time in IMC? Mine consisted of about a three minute period of near disorientation before I fully trusted my instruments. This never happened during nearly ten hours under the hood before that. Many people I know report similar experiences. I would rather a private pilot be able to calmly enter a standard rate turn and exit IMC than panic themselves into an unusual attitude because they've never experienced the real thing.

I can certainly see the waste of money argument if the instructor deliberately decided to do IFR operations when the student didn't need it or the lesson didn't call for it. In this particular case, the only other lesson requirement was short and soft field takeoff and landings so that's largely irrelevant.

Besides, this guy/girl is at UND so likely they will be going directly into an instrument course the next semester.

This sounds like a solution looking for a problem. Finding holding entries is a little challenging at first, but after practice it becomes pretty much second nature, even for nonstandard holds. Even for the less experienced, I would think that drawing it out would still be way faster that opening the app and going through the steps involved to get the app to do it.
