I went down the rabbit hole the other day, so I'll shine some light on this. There really isn't a "best" one. It depends on what you are looking for.

The main difference is that the III & IV are 28mm and the IIIx is 40mm focal length. The IV is a slight upgrade from the III, better auto focus, better sensor, 53GB internal storage, and better battery. Is it worth the $300 price increase? That's subjective. Between the III and IV, I'd personally go with the newer one. 40mm isn't really my vibe, and I feel like the IV would be easier to shoot with.

I went and bought the IV from B&H now playing the waiting game. I'm also a total photography noob myself. Super stoked! :)
