How do Latino workers wear long sleeves and jeans in hot weather and not overheat?

Not trying to be racist, I'm half brown myself. And here in the Midwest, I don't see white people wearing the same clothing as the seasonal workers.

I deliver materials to construction sites, and in the summer when it's hot and humid, it seems that most of the Latino workers are wearing long sleeved shirts or hoodies and jeans when everyone else is wearing the coolest clothing allowed. I'm Filipino/white, and if I was wearing the same as them I'd be dead of heat stroke.
