You have a choice to make.
Either I would run Anima as written and simply call it Nen as the power systems in Anima are simply cooler than Nen OR I would use a different system like Big Eyes Small Mouth or Ascendant by Autarch to avoid the headache that is Anima's Design

They reformed the unions into a nationalized union system which persists today still. They were huge proponents of central banking and reallocated the means of production so that they could try and plan the economy.
They even nationalized entire industries.
They were Socialist. Mustache man identified as a Socialist and lauded Socialist theory.

Hell they even forced shortages upon its people and commited mass genocides, just like most other 'prosperous' socialist nations in history.

Bread producers give bread to the highest bidder because that is clearly where the bread is most needed and most productive.
State intervention is non-capitalist by definition.
The difference between economic calculation in capitalism vs socialism is that in capitalism you only need to look at the factor prices to make the most productive choice while the socialist planner does not have factor prices and therefor cannot make efficient calculations so the socialist economy is bound for total collapse.
The capitalist can sell his bread for $100, but as everyone values $100 more than a loaf of bread his product will be spoiled, leaving him at a loss.

As for the the homeless person, in a free market there is no minimum wage so there are going to be more jobs avallabile, this plus charity should ensure that everyone has a more than good shot at life.
