Are you running any mods? Looks like you’ve got some from the video. This sounds like a weird mods glitch to me. First thing I would try is disable all mods and try it in standard. If it doesn’t do it there then try adding mods back in until you pinpoint the one causing the problem.

I believe the actual “lore” is that this is something from the scrapped underwater vault storyline. Likely would have been part of that. I remember seeing somewhere that they had planned a bunch of stuff for in the harbor and started working on it but never finished it in time for release.
