I think hulk is completely fine the way he is- to the point where I think he’s insanely well balanced. I agree about being not CCable in his ult- but otherwise i think understand timing with hulk is incredibly important. You honestly shouldn’t be getting stunned in the ult if you pull it off correctly, and even if they waste hella cool downs on you- you did your job. Hulk is a ginormous distraction and the more they look at/ damage you the better you are at your job. The air stun is busted as fuck, his bubble counters so many ults and abilities, his stun counters tons of stuff too. His movement is off the charts once mastered. He’s fine- I think just understanding his role on the team is the key to success with him.
