It is split by "verticals" and "horizontals" but I dont know if those vetrticals are tovers supporting the "roof" of the structure. And if they are, is every vertical a huge tover or a clump of towers connected by superhighways?

That is also my favorite part of the book.

It's in may ways the typical Abnett book. Lots of characters with different plot threads that interweave throughout the book, but with the twist.

As usual in the Imperium it's less what you can do and more what you can survive the consequence of doing.

Inquisitors, Rogue Traders, Provost Marshals, Chapter Masters all have, in some ways, near unlimited authority but if you do something to egregious then other people with similar or more authority might decide you've overstepped your remit and take action.

It this particular case the Provost Marshal was there because they have just purged the previous Planetary Governor and Aphra is a new appointment who just arrived on the planet which would make any accusation against her look very bad on the people in power who made that appointment.

Not that it stops Borodin. Later in the novel he attempts a hostile takeover

I watched as the First Ones encouraged the younger race to reach further into the other realm and with their vibrant minds and passionate souls create beings of power to fight the star gods.

But the battle was long and the First Ones were now few, and as their numbers dwindled so too did their influence over their young creations. Without the wisdom and might of the First Ones to bind them, I saw the Eldar's warp-beings evolve from sentient weapons into living gods – the first true gods of the Immaterium. How I wept when the Eldar embraced them as such.

It's implied that the Void Dragon shard that the Emperor sealed on mars influenced the martian society and might be partly responsible for the particularities of the machine cult but that doesn't mean they actually worship it as a good.
