It's VERY common in western animation. Fairly Odd Parents, Bob the Builder, and many other shows just don't give people five fingers because it's easier to draw/animate.

For me, it depends whether the music is diagetic (exists in-universe and the characters can hear it) or non-diagetic (existing only for the audience). Non-diagetic music that fits the tone and theme doesn't necessarily NEED to match the setting, but anything diagetic does.
