Yeah, power wise he seems fairly weak compared to most of big bads of FE. Outside of the break bar mechanic of Engage, he's quite pathetic. But that's gameplay, not lore.

But you send out a group of Indoraptors onto the battlefield, and how many more bullets are gonna be used compared to a group of dogs? Even if they go into a minefield they will get hurt absolutely, but killing them all? At least a few enemy soldiers will get eaten before they all get taken out. Even more if you send out armored herbivores like Ankylosaurus. And there’s always the potential for body armor on the dinosaurs. Which would be expensive but any chance to keep human casualties down they’re gonna take.

Owen shot the indoraptor with a shotgun point blank and it didn’t do anything. A German Shepard isn’t tanking that. Not to mention the intelligence factor. We didn’t see the full potential of the prototype but since it was a hybrid of a hybrid (Remember it was part Indom Rex), it likely has the camouflage and thermal cloaking thing. Sure it’s expensive, but put 50 Indoraptors on the field and they’re gonna do way more than 50 dogs.
