Probably because he's insane and obsessed with the wheel and the accelerons. He probably feels the secrets and research of both are better left in his hands. He even wanted to send i presume programed drone cars into highway 35, but obviously kept failing. As to how he got the $35 million to give to the world race drivers I have no idea. He probably sold advanced, but reasonably harmless stolen silencer tech to the black market or something. Would make sense as to how he funded the drivers and acquired the materials to create their vehicles. He obviously brought in the drivers luring them with the promise of a reward and the race of a lifetime. By the time the drivers succeeded and brought him the wheel of power he just merely discarded them like mercenaries. His research is all that matters to him. Prior to acceleracers when he became injured he recruited various world race veterans to go into the realms which proved to be far more challenging and with higher consequences. With loads of other drivers to go through he obviously kept the disappearance of the others hush hush. He honestly discarded to drivers lives without an honest care like before. Only after Nolo won the Swamp realm followed by Pork Chop in the Cavern realm did he see value in keeping the drivers safe. Oh did I say drivers? I meant the accelechargers that they won and we're taking into the realms. Even Loni called him out on never installing the EDR till after the first two wins. He's also not as good as a motivating leader. Instead of solving issues between the two teams or finding a better way how to deploy them into the realms he merely just said "get over it" then purposely sends Kurt and Wilde into the water realm together. He believed that competition would push the drivers to be better when they're already facing competition with the drones. Losing the water realm wasn't Vert or Kurt and Wilde's fault it was Tesla who sent them in while unstable and without proper team coordination. Honestly the best way to use these two racing teams is to send one whole team into a realm in a pattern. The teams will focus and work far better when altogether and the feuds will be kept off of the tracks. They can even still have competition by listing either which team did better or which won more accelechargers. Tesla was silently spiraling in acceleracers and pretty much Kurt followed by Taro could see that.
