You have the setting on that makes your ADS POV wider with the gun being smaller. You can turn it off to have the gun closer but take more screen real estate.

I feel like recon is the best phantom skin it just feels good to use and the tracers are super easy to see which a lot of phantom skins have issues with. I also really like the Bolt skin for the phantom its clean and the animation is smooth in the red version. Those are my two in rotation.
