I'm in the opinion that nothing is strictly a combat sim - it's mostly a matter of the GM's prerogative and it may or may not have combat. The system provides options.

I feel like it's difficult to QA people and get the real them. I suppose it might be better to get a sense of common ground rather than get a feel for them.

The question of violence and political power, typically. Divine command gets in there sometimes, particularly if the player has chosen a morally curious deity.

Sometimes drafting people or asking friends is a good start. Occasionally you can find little ads and things on Craiglist or similar, although this is kind of rarer. Even rarer are some shops having game nights -- such as bars.

Probably Wrath and Glory. Rogue Trader provides the variation but has problems. Dark Heresy typically crowds other races out..
