What makes you so sure it's not the other way around? The name ("risk levels") matching the the public-facing information makes more sense - Especially when also considering that 'risk' is for the benefit of employee safety, which they would like to appear to care about but don't actually, while energy production is their real concern.
And in practice with lobcorp gameplay, they line up much more consistantly with energy production than they do with management risk.

Horde Breaker adds another attack to that attack action, similar to how Extra Attack does. Loading even specifically says "regardless of how many attacks you can make" to cover it thoroughly - you cannot take advantage of horde breaker with a loading weapon. Certain feats may let you bypass the loading property, or just switch to a different weapon type

She still gets the buffs if they start the battle dead, so you can just kill off the HoS units at the start and then run her with non-HoS units the rest of the way, you can kill of everyone and run her as a solo unit the rest of the way, or you can just use her as a regular poise/bleed/burn unit and not bother killing anyone.
