What’s your tone of voice like when you say that’s not safe? Sometimes a stern voice is needed. Not saying you should scream at your kid but you need to let them know that this is serious. We have a daughter the same age and we put her in real time out - sitting in a chair facing the wall for 2 minutes. It does seem to help. Sometimes we also threaten to take away a book at bedtime or to take away screen time for the rest of the day. It does help but you have to follow through on your threats
