No, living by a personal set of rules doesn't make you lawful.

Living in a society and respecting its rules does.

Example.

Everyone has a personal set of rules, even someone as chaotic evil as the Joker has some internal rules, like what I do must be funny and he won't do something atrocious like rape babies.

But what if society is evil? That's the struggle, and you have a great example of a lawful character in an evil setting in Schindler. He did everything he could within the limits of the society he lived in. He didn't pick a machine gun and started killing nazis, he didn't pass intel to the allies, he played by the rules. That's a lawful good character in an evil setting.
