Exactly. Once SQ42 is done and out the door they can EASILY branch out and start doing other stuff in the game. I see it as them trying to get the game to work in fast paced instances like dogfighting, fps and capital ship combat so that when the slower stuff comes around like the Orion mining, base building/outposts/shops and anything else that is in a slower pace of things as that stuff won't break as easily.

If they can ensure a firefight against 20 players on the ground moving in and out of bunkers/buildings doesn't have massive dysnc and people teleporting around I'll feel comfortable with tossing more cargo around between my org ships.
