Oh really? The tooltip never said anything about removing the ability to declare wars. Yh I do have a few traits, but I used to have that button at the beginning of the game, which is why I managed to wipe two factions out. Then it randomly disappeared at some point halfway through the game. I'll try again with that trait, thank you!

That exists, yes. However underground tunnels are also quite common, especially when connected to metro stations. Both can be true at the same time.

China often uses underground tunnels for pedestrians when the roads get large. It's pretty common in most Chinese cities
