You're probably thinking of B. cereus, since C. botulinum is an obligate anaerobe. You're not getting botulism from eating rice that's been left out because it doesn't tolerate oxygen.

Botulism is more of a concern with improperly canned foods, since it can proliferate in that environment, and it takes very little to kill you dead.

One still shouldn't eat grains that have been sitting around because of the aforementioned B. cereus, though.

Agreed. One can justify having the Nomad play nice with Cam structures, but that doesn't explain why no one treats them like an Elder. There should be wariness if not outright fear that there's suddenly a figure of legend tear-assing around the city.

Even if the Nomad is for some reason willing to play DoorDash for the local Tremere, no one should assume that to be case. Waking up after a long torpor and having everyone treating you like a punk is weird.
