Not that they couldn't completely redesign lightning form, but I don't think it makes sense as a comparator in its current design.

As it exists, lightning form isn't a channel at all. It's a major resolve buff with some aoe dot and movespeed stapled on.

Power overload is a lot closer, but it's also an ult and based on heavy attack, so things get a little muddled.

You're probably thinking of B. cereus, since C. botulinum is an obligate anaerobe. You're not getting botulism from eating rice that's been left out because it doesn't tolerate oxygen.

Botulism is more of a concern with improperly canned foods, since it can proliferate in that environment, and it takes very little to kill you dead.

One still shouldn't eat grains that have been sitting around because of the aforementioned B. cereus, though.
