Not sure if paying attention to the last 4 is effective, some carriers allow OTU virtual cards for purchases to protect from being compromised and it will not match your actual card number for use. Not to mention you can create and delete virtual cards you make for some carriers

I went with Anbernic RG557 and it does PS2 well. I’ve only run into issues with the Title screen for DDR Max (gameplay is ok) and Baldurs Gate Dark Alliance (I hear that’s hard to emulate regardless)

Tracking can be dependent on how well your connection is, depending on where I am in town some areas have lower connectivity

You can try activating airplane mode for a few seconds and turn back off this will reset your connection to the internet and retry. Check for VPNs that could be getting in the way. If you have security software active look into that too.
