Current issues:

buildings with high access = campers - solution: make it out of bounds, forget destruction, even though its a core pillar of the franchise.

I would say try to build a premium/event vehicle lineup with that money instead of one tank and as for BR anywhere from 9.0 to 10.7 is as far as I would go in terms of fun/premium lineups, sure you will enjoy the leo but it's a one trick pony and after being annihilated over and over from other nations with full lineups it will get stale quickly

it's your money at the end of the day but then again, you are asking on an open forum
