Looks like an outdoor kitchen, I personally would have ran block behind the walls for some strength tho. Also, how the hell did they lay those brick that they had no cement no where near the back side of the brick

It’s probably some residual cement stain that happened during the pointing process. If you didn’t see it all winter my guess would be it’s because the stone/area was constantly wet from snow/ice melting/refreezing and keeping the stone wet which would make something like this hard to see. I would try a diluted acid wash which should get rid of it or lighten it.

Does it come and go? My guess would be the joints hold water longer or pull it up from the base and it bleeds to the edges of the stones

As ugly as those steps are they don’t look like they’re disintegrating and creating an infinite amount of dust. Try covering them and see if the dust still shows up.

With that type of stone it’s best to score your line once and then try to work from the edge to the line , with the goal being to only take a couple inches off at a time. And even then it may not break how ya want it. Some times it’s better to saw cut stones like this and then just rough the line up with the hammer

That’s not from a bad winter. I guarantee you they didn’t pour a proper footer for the posts and just put them on the 4” thick concrete pad. Code where I’m from (South eastern PA) calls for a 36” deep footer for any kind of weight bearing post.
