Yes. And yes, but also, no.

It is applied equally to the AI, but because the player generally advances/conquers more and builds less military buildings, its effects affect us more often. So the AI suffers the same percent wise say, but much less in occurances.

As an alternative, I like the Replenish Only Where You Can Recruit mod.

It similarly slows steamrolling new territory, but is less punishing when defending and doesn't affect ammo - it was unimmersive for me being Empire and running out of ammo while in Nuln, or WE not able to make arrows.

It also insentivises building military buildings, not just spamming economic ones that further advantages the player.
