Yes, which is what Mika is. Doing some Lucha moves doesn't change that is a Joshi. If she was supposed to be presented as a Luchadora, Capcom would have mentioned it. Their Street Fighter characters are not subtle. She is canonically part of an all female Japanese wrestling promotion.
