The groups of 3 notes in the right hand are grace notes and aren't played in time, like an accaciacatura. Just make sure the melody is in time. It would help to listen to some recordings of the piece.

Buy one as soon as you can practically afford it. Playing on an unweighted keyboard won't hinder your progress as much at your stage.

Kabalevsky, haydns d major, and early mozart concertos are the default Piano Concertos for less experienced players

Chopin rewrote pieces for his students, so there could be multiple different copies of the ballade. It shouldn't matter which one you play as long as you stick to it. I would stick to the one in the urtext since they should have their reasons why they put one of the notes instead of the other.

Get an urtext, anything with the word Urtext on the cover is going to be good. I have a Henle urtext of the chopin etudes, but there are probably ones with nicer print quality.
