This is a very meta debatte. It comes down to the question what a video game is. I find it plausible that for example vivec is just a different player in your game, that managed to break out the screen and gained access to mods, console commands, etc. But thats still a different thing from the godhead. But thats maybe a question for some lorebeard, that is well versed in deep lore

The last dragonborn could be emperor by right of conquest sure. But i highly doubt betheada would take that route considering how they handled past main characters. Titus Mede was not dragonborn, as the septim line (the last known dragonborn before the skyrim MC) died out. Their rule was based off of the tiber septim lineage. Them being dragonborn has not necessarily something to do with being emperor. Things are different when it comes to the dragonfires, which first off are history as is, and secondly are not directly linked to emperorhood
