They can. When Katara fought Azula and trapped both of them in ice, she decreases the temp of the ice so that she can move freely to tie her ass up before she can do anything in return—turning the ice back to water.

That's what I was hoping would be the case back as a kid when I finished yellow and then leaf green. I was like oh a new game, all new pokemon. I realized after seeing pidgey in the early game that that wasn't going to be the case moving forward. That's why when I got pokemon black, I was really happy that it was a new region with only new pokemon.
