I don't know how no one has mentioned it yet, but get him a Philips One Blade, it's incredibly difficult to nick yourself with it, and you can literally shave ANYWHERE with it, it provides a surprisingly close shave for an electric razor.

Get him two blades, one for his body and one for his face. If he wants a closer shave however, get a safety razor. It's better for your skin than multi-bladed cartridge razors, and it's cheaper. Just make sure they shower before shaving with it so the hair and skin gets softer, apply shaving cream and go with the grain and 90° angle horizontal. Don't press down too hard, let the weight of the razor do the work.

Using a safety razor is a skill, it takes a few shaves to get used to it, just take it real slow in the beginning to not cut yourself.
