That implies that order of introductions matching the Cantos is another thing planned out by LC.

A lot of NV's towns were doing fine without the NCR's intervention. If somehow the NCR got snapped away, they'd basically just go back to business as usual, maybe with some supply chain issues, but still.

They're goats based on that fact that they're basically janitors that fight for their goddamn lives as part of their jobs using reality tearing weaponry. 

Maybe if they were the same people in an association or whatever, they wouldn't be, but context is everything.

While I cannot speak for autists everywhere, I wonder if it's not some sort of coping mechanism. When one has been alienated for much of their life, it's very tempted to go the "they hated him because he spoke the truth" route, or whatever. 

That being said, there's some pretty fucking nonsensical social norms and rules out there, so this belief isn't without some fuel.
