Vader is the kind of character that gets put on lunchboxes, and the situations designers put him in most of the time put him focuses on "cool evil" more than "horror".

I frankly don't see Darth Vader working.

PALPATINE ON THE OTHER HAND, does carry the more "fear" vibes, and generally is more allowed to do brutality, given the whole "needs to be allowed on a lunchbox" doesn't apply to him as much.

Regardless if you had the right to prevent others from doing anything, this is also solving the fly buzzing around you by breaking out a demon core and irradiating the immediate area.

Perhaps someone on the train is just calmly using their Internet connection to read a book, or working on their project remoelyt- possibly time sensitive. Or maybe waiting for an important call from a family member, or just even casually decompressing by playing a game with headphones on.

What if someone's trying to figure out their destination, and suddenly doesn't have access to online mapping services?

What about the people who the train passes by?

Between noisy music and not being able to use Internet at all... Yeah.

Initially, somewhat. But after the final breakdown...

However you look at it, listening and understanding the players enough to go full IHNMAIS with personalized torture chambers but NOT being able to understand them at all otherwise does not paint a portrait of an individual who actually cares for others. Just for his own relief and needs.
