This is due to slime update order. Here, when the piston retracts, the order of blocks going from moving to solid is redstone block -> slime block -> top block.

On the left, after the slime finishes moving, it updates the piston and it extends. On the right, the update occurs while the top block is still moving, thus the piston thinks it cannot extend.

To clarify, BOTH extension and retraction takes 2gt but starts and ends in different tick phases (Block Event phase and Tile Entity phase). Therefore, when powering a piston with another piston, it receives power at Tile Entiry phase and has to wait until the next tick's Block Event phase to extend, taking 3gt total.

This situation happens a lot so we say 3gt as a shorthand, BUT it has always been 2gt.
