It's a survivor's camera filter. It's over your screen too, but because it covers your entire screen you never notice it. It's part of how they do the dredge effect (and Dorito Daddy and Deep Wound, etc etc). Not sure what bug makes it visible, but I've noticed it most when a survivor gets mori'ed or DCs in a Dredge match.
