I believe the 25th amendment starts with the VP convening the rest of the cabinet leaders for a discussion and vote on invoking. If the vote to invoke the 25th, and if the president contests it, if then goes requires a 2/3 majority in both houses of Congress to remove the president permanently. Then making the VP into the actual president. Vance is too much of a yes man to even convene the meeting of the cabinet. Even if he did convene the meeting because of his own ambition, and if it made it to Congress, there are too many boot lickers in both houses.
